You'll get a basic plywood for around a grand. (1 K$)
But that kind of instrument most probably needs a good setup by a professional luthier. That probably means new strings, fingerboard shaping, soundpost adjustment, adjustable bridge, new tailpiece wire. So probably $500 more.
You can probably get a better instrument if you buy a used one, from a reliable source.
I suggest you go to a professional luthier's shop and see with him/her.
But I think the $1500 is a bottom line to get a decent instrument in any case.
It's difficult to talk about prices because there can be a big difference between countries, states, etc.
In Canada, where I live, basses are most expensive than in the US.
